The Texas Military Department is defending a recent policy change that allows troopers to shoot balls filled with pepper-spray at those who are crossing the border illegally. General Tanya Trout says since the policy change mass crossings have declined. But the weapons don’t sit well with civil rights groups. A report from Human Rights Watch says that children have been targeted near the Texas border town of Eagle Pass. That comes despite orders for troops to aim at solid objects, not people.
